Most people think that Congress is dysfunctional at best or the bought-and-paid-for lackeys of special interests at worst.

I've been wondering if anything can be done about it and two two possibilities come to mind.

The first would be a grass-roots movement to elect no incumbents. The second would be a constitutional amendment to limit service to one term per house.
